The Contractor shall: 4.5.1 Bear all cost of maintenance, wear and comprehensive insurance of equipment. 4.5.2 Provide a full-time attendant for all hours of operation, for fifty-two (52) weeks a year at the designated convenience centers (Monday through Saturday). 4.5.3 Assist citizens in sorting recyclables at the designated convenience centers and when appropriate, instruct patrons about recycling requirements and specifications. 4.5.4 Maintain a safe, clean and orderly space in the designated convenience centers. 4.5.5 Provide tax receipt to donator for all items individuals donate to charities. 4.5.6 Be required to have ample equipment and staff available to regularly remove collected items from the sites. If the Contractor fails to adhere to this condition, Knox County will consider this as non-performance and may consider terminating the Contract as referenced in Section 2.22. Contractor shall also keep containers free of contaminates and appropriately sort misplaced materials into containers. 4.5.7 Be required to provide prompt service for removal of collected materials when needed. 4.5.8 Be required to provide written proof that all material collected as a result of this agreement shall be disposed of in a proper and sanitary manner in accordance with regulations contained within Tennessee Solid Waste Disposal Act, Tennessee Solid Waste Rules and any other Federal Sold Waste Regulations. 4.5.9 Be responsible for all damage to fences or other County infrastructure caused by Contractor’s negligence. 4.5.10 Knox County reserves the right, during the contract period, to add or delete additional collection of materials for recycling and reuse. 4.5.11 Contractor’s processes must meet all EPA, RCRA and Federal and State Laws. 4.5.12 Provide monthly, quarterly and annual reports detailing the services performed, diverted material weights, hauling manifests and other pertinent information as desired by Knox County to analyze the effectiveness of the services. 4.5.13 Provide a temporary structure that is no more than 10’ wide x 20’ length to be used as office space and for collection and storage of reuse and recycled material, if necessary.
