The State of South Dakota (the State) is issuing this request for proposal for all services related to a web-based decision support tool for the State’s employee benefits plan. The decision support tool will be required to provide guidance to employees through decision tree logic based on their specific benefit needs to enable them to make the best plan selection decisions possible. The decision logic will take into consideration plan design including out-ofpocket expenses, claims data from health plan, and employee contributions to the plans. This RFP is designed to allow the State to assess the core decision support services offered by bidders, as well as ancillary services offered by the vendor, if selected by the State as additional services. The decision support tool needs to be operational by no later than April 15, 2026, prior to the FY27 open enrollment (July 1, 2026-June 30,2027), which typically starts May 1. The State of South Dakota sponsors a self-funded health plan for its employees. Eligible State employees and their families will have access to four options including a zero deductible health plan, a low deductible health plan, and two high deductible health plans. There are four tiers of coverage and premiums for the health plans and flexible benefits. • Employee only • Employee + child(ren) • Employee + spouse • Family (employee + spouse + child(ren). The South Dakota State Employee Benefits Program has partnered with Wellmark Blue Cross Blue Shield of South Dakota as the state’s third-party administrator for health and prescription drug claims.
