The State of South Dakota, Office of the Secretary is requesting information regarding a software solution to integrate with the existing South Dakota security camera solution, Milestone, to provide evidentiary storage and sharing that adheres to all relevant policies and regulations, including but not limited to, HIPAA and/or FEDRAMP. DSS is aiming to improve and streamline processes related to security camera footage that has been identified as needing to be retained outside of the standard Milestone retention policies. This footage should be securely stored in such a manner as to be compliant with State of South Dakota chain of custody requirements and be able to be securely shared with third-party entities as required. DSS assists children, families, individuals, seniors, and people with disabilities through some of the most difficult times in their lives. Due to the sensitive nature of the matter captured by our security cameras, security and privacy are top priorities. This solution will be used to store footage exported from Milestone and recorded from state facilities, such as the Sioux Falls One Stop center, the DSS Human Services Center (a state mental health facility), and at least nine additional DSS locations (and growing) around the state. DSS expects to utilize the selection solution to extract footage (and possibly add supporting documents) for 20-50 incidents per year, which may need to be securely shared with external parties. Each incident may involve footage of varying quality and size, anywhere from 2 minutes to 2 hours, and possibly from multiple cameras. It is important that DSS understand possible costs associated with this range of activities. The State of South Dakota uses an on-premises hosted instance of Milestone as the enterprise security camera solution. Milestone does not natively offer a solution to securely extract, retain (based on policy), and document (via metadata and additional documentation) footage from its system.
