Specifications include, but are not limited to: The overall purpose of this RFP is to identify organizations to assist in preventing sexual violence by implementing primary prevention strategies and assist in the improvement of program evaluation infrastructure and capacity of risk and protective factors related to these strategies. The emphasis of primary prevention strategies will be to prevent first time perpetration or victimization of sexual violence versus responding to violent events. All strategies will reflect the following principles of effective prevention strategies: 1.1.1 Preventing first time occurrence of sexual violence 1.1.2 Reducing risk factors and enhancing protective factors linked to sexual violence perpetration and victimization 1.1.3 Using the best available evidence when planning, implementing, and evaluating program strategies 1.1.4 Incorporating behavior and social change theories into prevention programs so that behavior patterns, cultural values, and norms contributing to sexual violence will change over time 1.1.5 Addresses multiple levels of the social ecology model including; individual, relationship, community, and society. However at least 50% of the strategies must address the community level. 1.1.6 Providing intensive contact or exposure to the strategy in a condensed period of time. 1.1.7 Collaborates with relevant partner organizations/agencies and community members to ensure efforts are informed by, and relevant to those in the community. 1.1.8 Evaluating prevention efforts and using the results to improve future program strategies 3.1 Implement primary prevention strategies with emphasis on preventing first time perpetration or victimization of sexual violence versus responding to violent events. Prevention strategies should address modifiable risk and protective factors for sexual violence perpetration and victimization and/or promote community engagement, mobilization and/or coalition building for sexual violence prevention. These strategies may include: • Training professionals • Educational sessions • Community mobilization • Coalition building • Policy education • Social norm change
