The BSL3 commissioning process is not intended to supplant or duplicate the base building commissioning that South Dakota is undertaking with Question & Solutions Engineering; rather it builds upon these commissioning activities to ensure regulatory requirements and best practices for BSL3 facility performance are achieved. The base building Pre Functional Checks (PFCs) and Functional Performance Testing (FPT) will be satisfactorily completed by Questions and Solutions Engineering for all building systems prior to BSL3 commissioning FPTs being executed, with base building FPTs completed for systems including: • Supply air systems serving the BSL3 and all other building areas, including all TAB activities. • Exhaust air systems serving the BSL3 and all other building areas, including all TAB activities. • Hydronic systems including steam, energy recovery, heating water and chilled water. • Domestic water systems. • Normal, emergency, and UPS power systems. • Low voltage systems including access control, security, communications and fire alarm. • Lighting systems and controls. • Building Automation System, inclusive of room level controls.
