PURPOSE OF REQUEST FOR PROPOSAL (RFP) South Dakota Department of Game, Fish, and Parks is seeking proposals from qualified professional services firms for a Facility Condition Assessment (FCA) for all assets related to the concession operation at Custer State Park in Custer, South Dakota. The Comprehensive FCA shall validate existing facility(ies) inventory, assess facility(ies) condition, quantify deferred maintenance and associated costs to cure, conduct a component renewal life-cycle analysis and quantify the costs to replace component systems at the conclusion of their useful life by year, for a 20-year period from contract start date, assumed to be February 2027. Assets to be evaluated are distributed across 72,000 acres of Custer State Park with a general concentration of assets within four main developed areas of the Park: Creekside/State Game Lodge, Bluebell, Legion Lake, and Sylvan Lake. Due to fluctuations in weather, Contractor should plan for on-site fieldwork to be completed before late-October 2025. Specific project objectives provide the basis for the Scope of Work outlined herein and are as follows: 1. To review and update the existing inventory, including systems, equipment and infrastructure assets that may not be included or are inaccurately recorded on the existing inventory list. Appendix A, Existing Inventory of Real Property Assets. 2. To provide a subjective assessment of conditions (Deferred Maintenance (DM) and the costs to cure over the initial two- to three-years of the next concession contract. 3. To rank and prioritize all projects by priority ranking and anticipated life cycle. 4. To estimate the cost of and provide the list of critical repairs, replacements, and sustainability opportunities or upgrades for each building. 5. To conduct a life-cycle analyses of building systems/components to determine depreciable remaining useful life, cost to replace, and year of replacement consistent with the American Society of Tool and Manufacturing Engineers (ASTME) in the UNIFORMAT, level II Work Breakdown Structure (WBS). All costs for all projects/replacements will utilize agreed upon published construction and remodeling cost estimating data and format. This shall include considerations relevant to the current construction climate (ex: geography, weather, inflation, supply chain challenges, etc.).
