The South Dakota Department of Public Safety (DPS) employs the equivalent of nearly 425 full time employees and is responsible in various roles to protect and serve the State of South Dakota. The DPS is comprised of various divisions, including the Office of Accident Records, Office of Emergency Management, State Fire Marshall, South Dakota Highway Patrol, Office of Highway Safety, South Dakota Homeland Security, South Dakota LETS, South Dakota 9-1- 1, South Dakota Weights and Measures, State Inspections, Victims’ Services Program, Wildland Fire, South Dakota Fusion Center, and the Driver Licensing Program. The purpose of this RFP is to solicit experienced contractors to assist the DPS in a Driver Licensing system modernization project. Specifically, the modernization of driver licensing program technologies currently used to administer and deliver driver licenses and identification cards, as well as the system currently used to maintain all driving records in the State of South Dakota. These current technologies are nearing the end of their intended lifespan and the DPS is seeking experienced contractors to assist in the proactive planning and preparations necessary for the new system(s). The DPS is seeking contractors experienced in driver licensing modernization projects, with the technical expertise related to integrated licensing systems, knowledge of the driver license systems vendor market, and contractors with experience in modernization projects at the state and/or agency level.
