The Black Hills VA Healthcare System requires an updated five-year Spill Prevention, Control, and Countermeasures (SPCC) Plan at Fort Meade and Hot Springs VA Medical Center locations in accordance with the draft Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. State if subcontracting is contemplated for this requirement and what percentage of the work will be subcontracted and for what tasks. Â *If applicable, VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses or Service Disabled Veteran Owned Small-Businesses.* *If applicable, FAR 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* Statement of Work Spill Prevention, Control, and Countermeasures (SPCC) Plan 2021 Introduction: Provide 5-year Spill Prevention, Control, and Countermeasures (SPCC) Plan updates to existing VA Black Hills Health Care Systems SPCC plans for Fort Meade and Hot Springs VA Medical Centers. Existing facility SPCC plans will be evaluated and updated to include any changes to existing underground and above ground fuel tanks to include revised Potential Discharge Volumes, Rates, and Flow Directions in tabular form with flow direction also shown on the site plan on the revised site drawings. Plan amendments will also include transformers at each site containing transformer oil equal to or greater than 55 gallons currently omitted from the plan inventories. In addition, motor pool wash bays at each site will also be included in the updated SPCC plans as potential sources of spill events. Existing Fort Meade and Hot Springs VA Medical Centers SPCC Plans will be updated to meet the current EPA SPCC requirements as outlined in 40 CFR 112. Each individual updated SPCC plan must be certified by a Registered Professional Engineer in accordance with SPCC requirements. SPCC plans were last updated in 2021 at both campuses. Tank inventories for each campus and current SPCC plans are provided as attachments. Auto-cad site plans are available for each facility. No new surveying is anticipated for SPCC Plan updates. Summary of requirements: The consultant team (including SPCC subject matter expert) will review existing SPCC Plans and will visit each site and note and review each regulated tank and related operations/equipment at each site. The current SPCC regulations will be reviewed, and any required changes will be incorporated into the respective SPCC Plan Updates. Any required changes to SPCC plans for tanks removed, new tanks, or those missed on previous plans since the last major revision in 2021 will be addressed in the updated plan. Facilities Engineering will provide tank locations and relative tank history. Known information regarding existing tanks and locations at this time for each site are attached. Since 2021 the following changes are known: Moved a transformer from the warehouse fenced area to building 103. New transformer at Hot Springs location. The consultant team is responsible for completion of the individual updated plan for each site. The updated plans will include three hard copy binders of the final signed report and associated hard copy drawings for each site. The report and drawings contained within will include Professional Engineering Certifications. Electronic copies of the plan will be provided in PDF and also Word format for completion of forms and completing future annual updates and related drawings will be provided in PDF and Auto-Cad format on three CD s for each site. VA review times shall not be shortened to meet the deadline. Exact period of performance deliverable dates can be negotiated and coordinated with weather conditions, so long as the report is completed prior to 5/28/2026.
