Specifications include, but are not limited to: The Town of Hilton Head Island, South Carolina (Town) is soliciting proposals from qualified firms (“Offeror(s)” or “Contractor(s)”) to perform water quality sampling and analysis at several storm water discharge points on Hilton Head Island. 1. The Contractor shall perform periodic sample collection, analysis and reporting of water quality parameters as specified by the Town. Work under the contract shall be administered via job orders by which the Town specifies the location(s) and timing of the sampling event(s) as well as the parameter(s) to be measured. Previous sampling sites that have been utilized are shown on Exhibit 1. 2. The scope of the work under the contract shall include the collection of samples during both dry and wet weather conditions. Each job order will specify the number of samples to be collected/sites visited and parameters to be tested. Previous testing parameters that have been utilized are shown on Exhibit (2). Dry weather samples may be collected on a quarterly basis to establish baselines, and may also be utilized on an as needed basis to analyze potential illicit discharges from the municipal storm drainages system. Wet weather samples will generally be collected during or immediately after storm events that produce 0.5 inches or greater of rainfall and are preceded by seventy (72) hours of dry weather. 3. Proposals should include the total cost per site broken down into cost for sample collection, cost per parameter for analysis and any miscellaneous costs associated with administration or report preparation (see Exhibit 2). Indicate the minimum and maximum detection limits for each parameter as appropriate. For proposal scoring purposes prepare a fee proposal (using Exhibit 2) that assumes sixteen (16) dry-weather sampling events and sixteen (16) wet-weather sampling events at twenty (20) sites over the course of a year. Actual sampling event frequencies and number of sites will be determined by the Town’s project manager and administered via job orders for each sampling event. Fees for each job order will be calculated based on the unit costs listed in the Contractor’s proposal. 4. Contractor and/or lab used for analysis must be DHEC certified to perform tests.
