Specifications include, but are not limited to: A. Communication a. The THS provider will maintain open communication with local SCDPPPS personnel concerning any offender who resides at their facility to include if/when the offender vacates the residence. b. The THS provider shall have an established communication plan which includes identifying an individual(s) who serves as the point of contact for the referral source, written progress reports and other communications as needed. c. The TMS provider must have the offender sign-in nightly and provide those logs to the SCDPPPS. B. Quality Assurance a. The Contractor must participate in the Department’s quality assurance review developed to assess operational procedures of service providers and, if applicable, to confirm adherence to the principles of evidence-based practices. b. The Contractor must allow random site visits. c. Designated SCDPPPS staff shall retain the discretion to disqualify any location for practices inconsistent with the Department’s philosophy and contrary to the health, safety, mental health and physical well-being of those residing at the location. C. Referral and Eligibility Requirements a. A designated SCDPPPS staff member will refer offenders meets the criteria established by the THS provider. b. Eligibility for offenders’ participation is determined by factors set by SCDPPPS. Only offenders determined to be approved as eligible may have services paid for. c. Procedures and forms will be discussed and dispersed during the post award meeting. d. SCDPPPS is responsible for transporting the offender to the THS provider for initial intake; thereafter, the offender is responsible for his or her transportation. D. Housing Requirements a. Each offender shall be provided with a room that includes a bed. Clean sheets, pillows, pillowcases, blankets and bed coverings shall be provided. Sheets and pillowcases shall be changed or cleaned at weekly intervals. b. Each resident shall be provided with personal furnishings (e.g., dresser-type storage, closet) for storing personal belongings. c. Bedrooms shall be provided with ventilation by a window, air conditioner or other mechanical ventilation. Rooms with windows that open shall have insert screens, and both windows and screens must be in good repair. d. Facilities shall have adequate means of maintaining a comfortable temperature, generally 65 - 82 degrees Fahrenheit depending upon the season of the year. e. Bathroom facilities must adequately accommodate the number of residents. All lavatories shall be properly ventilated. f. A furnished dining area which includes at a minimum a microwave and refrigerator. g. Facilities and grounds shall be kept clean and free from hazards to health and safety. h. Telephone services for personal use are not required and charges associated with those services will not be covered by SCDPPPS. i. Televisions, cable services and/or pay-per-view are not required and charges associated with those services will not be covered by SCDPPPS E. Housing Management a. Residence managers must maintain open communications with local SCDPPPS personnel concerning any offender who resides at their facility. b. Agents must have access to the residence/facility. c. Failure to cooperate with SCDPPPS staff concerning special requests for site visits for the purpose of evaluation or to ensure compliance with Department’s approved standards may result in disqualification.
