Specifications include, but are not limited to: South Carolina Department of Transportation (SCDOT) is requesting a feasibility study and preliminary design for the configuration within the South Carolina Enterprise Information System (SCEIS) in order to efficiently handle the billing and payment processing of Federal Highway Administration (FHWA) reimbursements for approved SCDOT projects. SCEIS is the State of South Carolina’s centralized solution that is based on SAP and supports 70 state agencies and over 50,000 end users with applications for finance, HR and payroll, materials management, and procurement. This centralized solution provides a common platform for state agencies and efficiencies in processing, training, and support. The federal billing component is the only remaining part of SCDOT’s financial system that is outside of SCEIS and currently requires SCDOT to maintain its legacy accounting system (known as ENTIRE) as well as several interfaces between this legacy system and SCEIS. In order to process and monitor project financial information, SCDOT must currently maintain two systems which requires duplicate data entry and time consuming steps to validate consistent financial information between both systems. This project will also leverage best practices from other state DOT’s through a peer exchange of information on how the SAP platform has already been configured to handle the FHWA billing reimbursement process in selected states. It is understood that Louisiana, Colorado, and North Carolina have implemented similar processes, but there may be others that should also be reviewed. All of this information will be compiled into a final report that will be the basis for a subsequent implementation project. It is SCDOT’s ultimate objective to retire the legacy accounting system once the transition has been fully made to SCEIS.
