Specifications include, but are not limited to: First Steps Local Partnerships support school readiness of children from birth to age five by
serving families, their communities and early childhood education providers. Each local
partnership (46 total; one in each of the state’s 46 counties) is a not-for-profit organization
organized under Section 501 (c) (3) of the Internal Revenue Code. Each partnership is governed
by a board of directors and has an executive director. Public and private funds are combined
through the local partnerships to enable individual communities to develop and provide
comprehensive, high-quality early childhood education development services.
