Specifications include, but are not limited to: Contractor will have extensive experience doing environmental cleaning of vessels, creating artificial reefs, and towing/sinking vessels to be reefed. They must have all of the qualifications necessary to comply with state and federal laws governing these operations. The submarine is currently in a waterborne berth inside the Charleston Harbor Resort and Marina. The Contractor can move the submarine to an alternate location if they deem it necessary to complete the work. The Contractor will have to make all preparations for any move and be responsible for payment to any subcontractors necessary. The contractor’s price must include all costs associated with removing the vessel from the marina. These costs may include, but not be limited to, opening and closing the marina breakwaters, moving floating docks/piers as necessary, and disconnecting/reconnecting utilities on the docks Cleaning the submarine of all contaminants that must be removed in compliance with the Environmental Protection Agency’s (EPA) document, “National Guidance: Best Management Practices for Preparing Vessels Intended to Create Artificial Reefs”. Contractor will be responsible for adhering to all statutory requirements and associated regulations, as well as permits applicable to the process of preparing a vessel for reefing. These include, but are not limited to, issues such as vessel inspections by appropriate authorities and storage and disposal of waste generated during clean-up/preparation. Contractor will be responsible for preparing the vessel for reefing in a manner that it will be safe for the environment, divers, other boats, etc. Contractor will be responsible for the safety of all workers assigned to this project.
