Specifications include, but are not limited to: The program serves male juveniles between twelve (12) to twenty-one (21) years of age. An internal capacity of twelve (12) males shall be provided. The ages of juveniles served may be modified by SCDJJ based on the needs of their clients. If necessary, requests for the modification of ages on the DSS license may be submitted by the Contractor to DSS. At any given time, the DSS license may have a broader span of approval than the juveniles actually referred by SCDJJ. At all times, programs must not serve children who are older or younger than the ages noted on the DSS license. Juveniles on transfer status are not allowed to earn home visits but can and must be allowed family contact in preparation for reunification. The Contractor will have input regarding admissions; however, after case staffing, juveniles must be accepted on a “no-reject” basis. Pertinent documents will be provided for review prior to the acceptance date. Length of stay is based on the juvenile offender’s profile and DJJ status. Estimated length of stay will be provided for each juvenile on a staffing form included in the admission packet. If a juvenile is being considered for an unsuccessful discharge, the provider must provide evidence of all therapeutic interventions delivered, outcome of staffing(s), and have prior approval from SCDJJ before a youth is discharged from the program. In order to meet the needs of the juvenile population, services should focus on rehabilitative efforts for juveniles who meet the SCDJJ Seriously Mentally Ill population. Staff credentials and service requirements shall be enhanced.
