Specifications include, but are not limited to: Richland County School District One, hereinafter referred to as the “District” or “RCSD1”, is soliciting proposals from interested and qualified institutions to provide banking services. The philosophy incorporated into this Request for Proposal (RFP) is to solicit comparable market charges for services indicated within the scope of work. Richland County School District One also places a great deal of importance on the interest paid on daily deposits. The District wishes to communicate the primary objectives of the Depository agreement, an important component of the overall fiscal management program of Richland County School District One is as follows: 1. To seek a financial institution that is both capable of providing banking services and willing to be attentive to the District's money matters; 2. To maximize the total dollars earned by the District on account balances in order to be prudent and effective custodians of the taxpayer's financial resources; 3. To maintain a good working relationship with the Depository Bank; and 4. To adequately compensate the Depository Bank for services provided and to allow a reasonable profit to be earned, subject to competitive forces in the market place. A. SERVICE REQUIREMENTS Vendors considered for award of the banking services contract must be able to provide the following banking services at a minimum: 1. Richland County School District One shall receive same day credit for all funds deposited by 3:00 p.m. and drawn on a bank located in all 170 plus counties of South Carolina Columbia, Richland, Lexington, Kershaw or Fairfield counties and next day credit for all other funds. The funds shall be investable for any investment transactions permitted by law. 2. The Bank must have branches located within the boundaries of Richland County School District One. One of these branches must be a full service branch office within a 10-mile radius of the District’s main administrative building, Stevenson Administration Building, (SAB) which is located at 1616 Richland Street, Columbia, SC 29201. 3. The Bank shall provide on-line inquiry capabilities, which will advise the District of funds available each day for disbursement and investment. The Bank must provide on-line inquiry capabilities to the various accounts of Richland County School District One. On-line inquiry capability must provide print to screen or printer at user option. The on-line inquiry must have stop payment request.
