Specifications include, but are not limited to: TASK 1 - Program Management: CONSULTANT will work with sponsor to develop a program management plan that includes oversight structure, phasing, operations and implementation, financial and funding strategies, program goals, objectives, performance measures and a timeline for implementation with major program milestones. Through development of the program management plan, CONSULTANT shall assist the project sponsor in making key decisions to advance the project including phasing, project delivery, FTA Capital Investment Grant program strategy, and other factors that will drive the schedule, major milestones, and implementation of the project. Some of the deliverables from this task may include: 1. Project Management Plan: The CONSULTANT will develop a project management plan that meets the requirements of FTA’s Project Management Oversight as well as one that can be modified as the project progresses. 2. QA/QC: A robust QA/QC program shall be included in the Project Management Plan. 3. Cost Risk Assessment: Early in the process, the CONSULTANT will develop a cost risk assessment program to develop the extent of cost and schedule risks associated with the project. The cost risk assessment is intended to be dynamic and refined as the project advances. 4. Schedule: CONSULTANT shall develop and maintain the project schedule. 5. Financial Plan: CONSULTANT will update and monitor O&M and capital cost estimates at appropriate milestones and assist with the identification of funding programs and the development of financial plans. 6. Agency/Stakeholder Coordination: CONSULTANT will participate in technical advisory, stakeholder, public, and other meetings as needed; provide assistance with third party agreements, document coordination and submissions.
