Specifications include, but are not limited to: The project includes two initial primary components. The first component is to evaluate and develop green infrastructure installations on residential properties that have been acquired by the City for flood mitigation and to create outreach templates for these designs for residents, Home Owners Associations, and other property owners to use to design/install/maintain their own systems. The second component is to evaluate, acquire property, and develop larger scale natural system installations (such as floodplain, wetlands, bioretention, and stream restoration) to create an additional 20 to 30 acres of ecologically beneficial regional stormwater storage. The Consultant must be capable of providing turnkey project service including, but not limited to: Due-diligence (Preliminary permitting research, easement research, utility research, environmental, site conditions, field investigation, geotechnical investigation, limited site environmental assessment research, groundwater impacts, land requirement, potential downstream impacts, evaluate feasible alternatives, etc.), Hydrologic and Hydraulic modeling, Assist with property and easement acquisition, as required Design and engineering drawings. Environmental Services Turn-key Permitting Services (SCDOT, OCRM, ACOE, County, City, etc.), Turn-key Review Services (Design Review Committee, Technical Review Committee, Board of Architectural Review, if applicable) Investigation and potential development of a City Mitigation Bank, Construction Bid Documents, Construction and Monitoring Quality Assurance Project Plan (QAPP), Construction Engineering and Inspection (CEI) services, As-Built survey and drawings, SWPPP, and Public Outreach
