Specifications include, but are not limited to: A full environmental survey has been completed by the County (see attachment) on five of the six structures onsite. Spartanburg County will have a full environmental survey conducted on the Building of 24 as required, but the Building of 24 is known to contain asbestos in the drywall mud. The air monitoring and site design will be performed by a vendor hired by the County prior to commencement of demolition. Any additional required testing will be paid by the vendor. Due to all structures being unsafe, dilapidated and deteriorating, therefore creating an unsafe work location for environmental remediation, the County and/or the vendor will seek a variance from South Carolina Department of Environmental Control to demolish onsite. The vendor will demolish (raze/tear down) all structures, to include the removal of the structures themselves, removal of all debris and any necessary foliage or vegetation hindering the vendors work capability. All structures will be taken down to the slab. The vendor will sever and seal electrical, gas, water, sewer and telephone utility mains per the Utility Companies directives. Sewer services shall be disconnected as close as possible to the road right-of-way or property line. Spartanburg County will assist to have Duke Energy remove primary electric service to the Structures prior to demolition. Any expense or damage to utilities shall be the responsibility of the vendor. Note that the vendor shall schedule an inspection with the appropriate utility provider and obtain a release in writing that the termination of utilities are acceptable to the utility provider.
