Specifications include, but are not limited to: The South Carolina Department of Natural Resources (SCDNR) is soliciting bids from qualified vendors to construct an ADA compliant hiking trail approximately 1400 feet long on land owned by the Department of Natural Resource. LAND CLEARING: The area to be cleared shall be disturbed as necessary to acquire the proper cut for even flow and dimensions of the trail. Solid materials, large roots, trees, brush, large rocks and debris shall be removed from the foundation of the trail. Such materials removed from the trail shall be placed downslope strategically to help reduce water runoff and prevent erosion. SEDIMENT AND POLLUTION CONTROL: The contractor is responsible for abiding by the S.C. Pollution Control Act, Chapter 1, Title 48 (http://www.scstatehouse.gov/code/t48c001.php). Work shall be conducted minimizing pollution and negative impacts to the soil, air and water. Fuel, grease, oil and associated products or by-products shall not be disposed of anywhere on the site. BORROW AREAS: Earth fill to construct the trail shall be obtained from the immediate upslope section of the trail. The fill shall be free of rocks, grass, logs, roots or similar materials. Rock used to stabilize the trail may be brought in or used from the sites disturbed to create the final bed of the trail. No other borrow sites shall be used without approval of SCDNR. TRAIL CONSTRUCTION: Best management practices shall be used to stabilize soil and divert water from the trail. The contractor shall build the trail with a 3% outslope. All overhanging branches 8 feet above and 3 feet on both sides of the trail shall be cut, removed and placed downslope of the trail. The trail width shall average 3 feet with no portion less than 2 feet wide. The standard cross section specifications in the following USFS diagram shall be used. SEEDING AND MULCHING: Wheat straw mulch and seed- browntop millet (summer) or wheat (winter) at the rate of 40 lbs. per acre, shall be used to stabilize any soil borrow sites larger than 100 square feet. Straw mulch shall be applied at least 2 inches thick (approx. 4000 lbs. per acre). ACCESS ROADS: The access roads through the property shall be left by the contractor in as good or better condition as when the project is started. Temporary access routes may be developed or constructed, provided they are approved by the Project Manager and stabilized at the end of the project. (Any routes developed or constructed shall be at no additional cost to SCDNR).
