Specifications include, but are not limited to: Providing a commercially off the shelf Automated Fingerprint Identification System (AFIS). The system must include the following: • PRINTER: Allows printing of a quality hard copy photograph that can be used in court for charting purposes, as well as for documentation. The color ink will clearly show remarks and indicators on the otherwise black fingerprint. • DIGITAL FORENSIC EVIDENCE EXAMINATION STATION: The station will be used to perform complex "one to one" comparison where using standard magnifiers would prove difficult. The station features magnification to SOX, a moveable table, and the ability to compare two impressions side by. side when facing the screen straight on while looking for specific ridge features that must be present to identify or exclude a suspect. The screen features the ability to utilize dry erase markers to indicate common ridge features between known and unknown impressions. This device would also fall under an acceptable comparator to utilize during the Latent Print Examination, that is administered by the International Association for Identification (IAI), because it has no built in recording capabilities and no means of connecting to an internet signal. • TRAINING/REGISTRATION FEES: Fees for a minimum of two investigators to attend AFIS/Fingerprinting training courses. A minimum of two AFIS operators are required to identify a fingerprint - one to locate and process a possible print and another to confirm the print is a match. This is a SLED requirement. This training is currently not available in South Carolina; however, there is a provider in North Carolina that was recommended to us by the North Charleston, the Charleston, and the Mount Pleasant Police Departments.
