Task 1 - Identify & Evaluate Transportation Systems and Facilities - In conjunction with Aiken County staff, verify the extent of the overall study area prior to starting any work to ensure that the traffic analysis provides a complete, accurate, and useful study. Within the defined study corridor, assess the existing conditions/current use/character of Ascauga Lake Road including, but not limited to, traffic volumes, traffic capacity/flow/congestion, turning movements, right-of-way alignment, access management policies, multimodal facilities, supporting utilities and infrastructure. Task 2 - Public Participation - Develop and implement a public participation process that includes periodic coordination with Aiken County staff and a stakeholder committee and two meetings with the general public to present existing conditions, alternative projects and receive public comments. The timing and scope of the public meeting will be determined by agreement between Aiken County staff and the project consultant. Task 3 - Development Trends and Future Demand - Identify existing and projected development trends within and adjacent to the study area including, but not limited to, land use, demographics, freight traffic, and other regional factors that may impact the transportation system. Provide analysis of impacts of the present and projected development trends. Differentiate between the amount of projected through-traffic, local traffic, and freight traffic.
