Part A: SCADA Upgrade; 1. Provide and configure redundant dual servers with unlimited thin clients and 5,000 tags. Migrate existing Lookout & Siemens applications including alarms, trends, graphics, and reports into new single VTScada application. 2. Configure communication drivers to existing PLC/RTU assets (Modbus, Profinet, EtherNet/IP, DF1, etc.). 3. SAT, on‑site commissioning and cutover with downtime minimization. 4. Operator and maintenance training; provide as‑built application and object libraries. 5. Provide FortiGate firewall/VPN configuration for secure remote access (basis: FortiGate 60F) including client profiles for phones/tablets. 6. Provide two operator workstations (business‑class), preloaded with necessary software. Part B: Radio Installation; 1. RF Survey & Optioning (Integrator Responsibility): Perform a systemwide radio survey with path profiles, RSSI predictions, and recommend appropriate technology (PART C: SURVEY). 2. Pricing Requirement – Two Options (both required): a. Option B(1): GE MDS Orbit Spread Spectrum 900MHz (unlicensed, up to ~1 W). b. Option B(2): GE MDS Orbit licensed narrowband (up to 5 W). If unlicensed, will not meet performance, the Owner will obtain the FCC license for licensed radios. If a second radio survey needs to be conducted, then it will be conducted at the same cost as provided by the SI in this RFP. 3. Furnish and Insall Radios: Provide and commission GE MDS Orbit radios (per selected option) at designated sites for reliable telemetry to/from the WTP. 4. Antennas & Transmission Line: Provide site-appropriate Yagi/Omni antennas and cable required jumpers/connectors; lightning/surge protection; weatherproofing; and mounting hardware. 5. Grounding/Bonding: Install per Section 4 and manufacturer requirements (ground rods, bonding conductors, entry protectors). 6. Automatic Failover: Program, test, and document automatic failover from the primary fiber network to the radio path. CSI will provide hardware for failover, but the internet service provider is responsible for hardware for bridging sites together securely. 7. Documentation & Acceptance: Provide a path-study summary and RSSI/throughput measurements. 8. A separate ethernet bridged link will be made for the pond PLC at the WTP. This bridge will tie the WTP network to the Pond building network. This link doesn’t need to use GE Radios and since it’s line of sight can use any radio that will allow at least 100MB of ethernet throughput. Network will be set up to be bridged.
