Specifications include, but are not limited to: Professional Services of Public Relations and /or Advertising for Statewide Voter Education, Outreach, and Public Communications Program. Proposals are being solicited to provide voter education, outreach, and public communications services as follows: Assist the SEC in maintaining and implementing a communications strategy relating to voter registration and elections. Develop creative communication plans that target registered voters and potential/future voters, particularly senior citizens, minorities and people with disabilities, that will: Generate visibility and voter confidence in the electronic voting system. Educate the statewide voter population generally about the benefits of an electronic voting system, including ease of use, accuracy, security, and accountability. Educate SC voters about voter registration, absentee voting, and voting on election day. Educate SC voters about all current voting processes and any changes to the process that may occur. Identify and implement a plan targeting the most effective media channels to reach all SC voters. This must include earned and/or paid media (print, broadcast, TV). This must include a social media plan.
