Specifications include, but are not limited to: 1. Contractor must be licensed to do business in the State of South Carolina. The counties where the College’s campuses reside are Berkeley, Charleston, and Dorchester. Contractor must currently be licensed by SLED and continue to be licensed during contract period. a. Contractor must currently have and maintain a fully staffed office throughout the term of the contract in the state of South Carolina (i.e. preferably within the above referenced tri-county area).; 2. Contractor must provide a full-time (40 hours per week) management supervisor for all security officers assigned to TTC. For purposes of this specification that position will be titled “operations manager.” Operations Manager, while not required to be on TTC premises is responsible for the supervision of Contractor’s security officers assigned to TTC and will coordinate contracted security operations for TTC. Operations manager shall respond by phone within 1 hour and respond on site within 2 hours of request of TTC should the need arise. The Contractor’s operations manager in conjunction with the TTC Chief of Police, will develop and maintain up-to-date written College security procedures for security officers. These procedures will be developed within 10 days of contract award. Any changes to procedures will be communicated to Contractor’s operations manager.; 3. Contractor must provide a telephone number to be answered 24 hours a day and must return phone messages left by TTC personnel within one hour. This number will be used to notify contractor of any problem encountered, i.e., complaint, failure of security officer to report for duty, substitution of currently assigned security officer, etc.; 4. The Contractor must ensure that, all newly assigned security officers are thoroughly qualified and trained on the College’s security operations and details contained in the College’s security procedures during the first two (2) weeks of duty. The security officers must be licensed by SLED and must carry their SLED certification card when on duty.; 5. Contractor must schedule, at a minimum, at least one (1) visit each month to the College campuses patrolled by security officers. This visit shall be made by management personnel above the level of the security officers assigned to the campuses. Prior notice of this visit shall be given to the TTC Chief of Police, but shall be unannounced to Contractor’s security officers. Said monthly visits shall include personal contact with a the TTC Chief of Police or his designee for the purpose of discussing any problems which may arise; the proper resolution of all such problems as well as making personal contact with security officers assigned to the campuses. A written report will be sent to the TTC Chief of Police within three (3) business days of each visit indicating any and all results of the visit.; 6. The contractor must verify past employment records, as well as conduct and pay for processing of SLED licenses for security officers and for all prospective security officers that will be assigned to any TTC campus. The contractor must provide a copy of the SLED license for each security officer to the TTC Chief of Police prior to any security officer reporting to TTC premises.; 7. Contractor must ensure that all security officers assigned to TTC have completed, at a minimum, a four (4) hour Criminal Justice Academy approved course on basic security officer training, and have successfully passed the written test. Contractor must provide written verification of all training to the TTC Chief of Police prior to the security officer(s)’ reporting to any TTC campus.; 8. The contractor, at his expense must provide for the initial 5-panel drug screening test for any security officer to be newly assigned to the College campus who has not been tested within the last year for illegal drug use. Contractor shall at his expense provide for the same testing on a random basis annually for at minimum 20% of the security officers assigned to TTC. Test must be administered by a 3rd party drug screening firm – not affiliated with the contractor. Test may be administered for cause by order of the TTC Chief of Police or by order of the contractor with notification to the TTC Chief of Police. Contractor shall provide documentation that security officers have passed all drug tests and background screening. No security officer may be assigned to TTC that has not successfully passed both background and drug screening.; 9. Contractor must ensure that security officers possess such basic skills as ability to direct traffic, write tickets, write and file reports, control crowds, communicate effectively (oral and written), must speak english and relate well with visitors, students and faculty/staff. A minimum of a high school diploma or GED will be required of all security officers.; 10. Contractor must maintain a sufficient number of security officers throughout the contract period to ensure that all posts are covered at all scheduled times. Sickness is not an excuse for non-coverage of a post. Contractor must provide a substitute.
