Investigation Activities: Waste products, sludge, contaminated water, and contaminated paving material must be disposed of at a SCDES-permitted treatment or disposal facility. 3.3.4. USTs must be emptied and cleaned by removing all liquids and accumulated sludge. 3.3.4.1. This sludge must be sent to an approved Sludge disposal recycling company. 3.3.4.2. The cleaning methods, quantity of materials removed, and the disposal location must be documented in the reports submitted to SCDES. 3.3.5. Temporarily excavate only enough soil to remove the emptied and cleaned tanks. 3.3.5.1. Any piping associated with the USTs shall be emptied, capped on both ends, and left in place onsite. 3.3.6. After UST system removal, inspect and document all USTs and exposed piping for indications of failure. 3.3.7. Construction debris cannot be placed into the excavation and must be disposed of at a facility permitted by SCDES. 3.3.8. Follow all applicable transportation regulations when moving USTs offsite. 3.3.8.1. Contact the local office of the Department of Transportation for additional information. 3.3.9. Assessment Component: An assessment of each site will be required. 3.3.9.1. Soil sampling. For each site, soil borings and grab samples shall be taken in the following areas: • Four (4) grab samples shall be taken in the UST basin; one shall be from the bottom of the UST basin and three from the sidewalls of the UST basin. These samples shall be taken prior to the filling of the empty UST basin. • Three soil borings shall be completed surrounding the UST basin. Collect at least one surface soil sample (0-1 foot below ground surface) and one subsurface soil sample (2-foot minimum depth) from each boring. • A background soil boring shall be collected from each site.
