The Mission and Installation Contracting Command - Fort Jackson, SC has a requirement to procure a non-personal services contract to provide Educational Support Services to the US Army Institute for the Religious Leadership-Religious Leadership Academy (IRL-RSA) Training Directorate. The Contractor will provide support for training development and training execution required to provide an effective and efficient training program. The Education Systems Operator will perform routine Training Development functions necessary to maintain the efficiency and effectiveness of IRL-RSA military and civilian individual and collective training mission. The Primary North American Industry Classification System (NAICS) code for this procurement is 611430, Education and Training Development, with a size standard of $15M.
It is anticipated that this requirement will be awarded as a Firm Fixed-Price (FFP) 8A award. The anticipated period of performance will be 29 September 2025 through 28 July 2028, resulting in a one-year base contract and two (2) year option ordering periods.
Objectives: The Educational Systems Operator will develop Chaplain and Religious Affairs Specialist training material/curriculum where gaps exist as a result of additional iterations, team needs or new courses. The Educational Systems Operator will revise IRL-RSA lesson plans and other training and education products, advise IRL-RSA staff and faculty on training, prepare training and education materials for IMT/PME/Functional Courses using TDC or other platforms as needed IAW Army and TRADOC regulations:

Basis for award: Award will be made to the responsible lowest price technically acceptable vendor quote, conforming to the Request for Proposal.

Technically Acceptable - Quote meets the minimum requirements of the solicitation
Technically Unacceptable - Quote does not meet the minimum requirements of the solicitation.
