Specifications include, but are not limited to: I. Contractor will provide armed and unarmed security services as indicated below: One (1) on-site armed security personnel (preferred) and/or unarmed personnel per shift at TCSC located at the Teddie E. Pryor Social Service Hub Building located at 3685 Rivers Ave, Suite 302, North Charleston, SC 29405. Site location will need service from 7am-3pm and 11pm-7am, Monday through Friday, Saturday (2) 12-hour shifts, and Sunday (2) 12-hour shifts. Also, all holidays are covered in (2) 12-hour shifts. a. When not monitoring patients, security personnel will make routine checks of the unit and if required outside rounds of the Teddie E. Pryor Social Service Hub Building and the surrounding parking lot for unsecured property, disturbances, suspicious persons, and suspicious unattended packages. b. Upon request from Director of Special Operations, TCSC manager or designee, security personnel will observe and monitor patient, if placed on Part I commitment papers and awaiting to see a psychiatrist per South Carolina Code of Laws. c. Upon request from Director of Special Operations, TCSC Supervisor or designee, security personnel will observe and monitor patient, after patient has been sent and is awaiting transport to Emergency Room or Psychiatric inpatient facility. At the direction of TCSC manager or designee and as may be permitted by SCDMH policy and procedure and applicable law, Security personnel may search client’s bags, backpacks, suitcases, etc. As applicable, Security personnel will confiscate any contraband and return such property according to SCDMH policy and procedure and applicable law. 4. Respond to emergencies as requested by designated program staff. Assist staff members with deescalating patients and ensuring staff and patient staff as requested consistent with Emergency Procedures and protocols. 5. Prepare detailed preliminary reports of all activities and coordinate additional emergency assistance when necessary and maintain a logbook for reporting times of security checks, incidents of unsecured property, suspicious persons, disturbances, responses to unusual situations, etc. Notify appropriate staff and authorities. 6. Escort staff members to their vehicles upon request. 7. Provide all required forms, supplies and administrative support services necessary to perform responsibilities. 8. Request assistance from the North Charleston Police Department and other emergency services as needed (EMS, Fire Department). 9. Security personnel will complete documents necessary to press charges against an individual when deemed necessary by Charleston Dorchester Mental Health Center. II. Charleston Dorchester Mental Health Center will provide: 1. Supplemental training (min 40 hours) for all security personnel will be provided prior to assuming duties. Training will be provided by the TCSC Manager or designee of area assigned. When this is not possible, the responsible CDMHC contract monitor may approve the officer to perform duties prior to completing supplemental training but must ensure such training is completed as soon as possible. Training will include the following: 2. Orientation to the program assigned to include: Education on mental illnesses and the patients we serve Review of HIPAA and patient rights Tour buildings and familiarize with exits and building plans A list of emergency numbers to include hospitals, law enforcement, and CDMHC staff Review of duties and expectations Introduction to logbook and documentation expectations A list of CDMHC staff numbers and telephone numbers Emergency Preparedness Plan/emergency procedures of CDMHC Universal Precautions MAPS (Managing Agitation in the Psychiatric training and long-term care Setting) Risk Management CIT-Crisis Intervention Training Mental Health First Aide
