Specifications include, but are not limited to: provide contractual-based substance abuse treatment for offenders supervised in targeted areas for community-based offender reentry services. Treatment services will be provided for up to 1,000 offenders who are currently under the active supervision of SCDPPPS . The Offeror must use an actuarial and/or a bio-psycho-social assessment instrument, or other comparable assessment measures, as applicable, (e.g. drug screens), to determine the level of services needed or progress in treatment program for an individualized plan of care. The Offeror must provide outpatient or non-residential substance abuse treatment or substance abuse education services based on the assessed treatment need of the client in efforts to assist in the recovery of addiction to alcohol and/or any other drugs or chemical dependency. At a minimum, the core of services should be cognitive behavioral treatment, and the program design must include skill-building through behavioral practice.
