Specifications include, but are not limited to: The purpose of this Invitation for Bid solicitation is to procure the services from an established security organization with the resources to provide South Carolina State Law Enforcement Division (SLED) approved security services for the DHEC Sumter Health Department. Due to the need to safeguard employees and the public by providing a safe environment for DHEC clients and staff at this location, SCDHEC Sumter seeks to secure security services. 3.1.1. On-site armed uniformed officer 9 hours per day between the hours 8:00 am -5:30 pm, Monday through Friday, except state holidays and official closings. 3.1.3. Employee escort service from building-to-vehicle is to be provided as requested. 3.1.4. One security guard at each site, 45 hours per week. The Contractor will ensure a professional, reliable and efficient effort to prevent loss of property, or harm to personnel by monitoring for fire, theft, vandalism or unauthorized persons conducting themselves in an unsafe or unruly manner buildings, employees, and visitors against security and safety hazards. Duties performed shall include, but are not limited to the following: 3.3.1. The officer on duty shall report any unusual incidents or hazardous conditions as soon as possible to representatives designated by DHEC. 3.3.2. Incidents or conditions requiring reporting may include, but not be limited to, fire, criminal activity, chemical spills, telephone outages, power outages and equipment malfunction, etc. Make regularly scheduled tours of the premises, checking all doors, windows and lights. The officer on duty shall submit a written report covering all events, incidents, or hazardous conditions at the conclusion of each tour or by the end of their assigned shift and/or duly note that no incidents occurred and submit to the DHEC representatives, if requested. Officer personnel shall also perform any additional future duties which DHEC and contractor may agree upon in writing after said duties have been authorized in writing by proper authority. Such duties may include, but not be limited to, monitoring of specific equipment and exterior security lighting, inspection of fire detection and control equipment, outside patrol areas which may require use of vehicle, traffic and crowd control, permanent assignment of security officers, etc.
