The Department of Administration, Division of Facilities Management and Property Services (FMPS) is seeking a professional firm to identify all recorded easements on property owned by the State of South Carolina (State) or an agency of the State and populate the fields contained in the spreadsheet attached hereto as Attachment B. The State is the presumed owner of marshland and all navigable waterways unless otherwise deeded as a King’s grant and any easements granted over those marshlands and waterways should also be included. FMPS reserves the right to add to or delete from the listed deliverables as necessary. Any such changes shall be authorized by FMPS and communicated to Contractor in writing. FMPS maintains a real property inventory through which some agencies have identified properties encumbered by easements which will be made available to Offeror. Per the real property inventory there are over 3,000 properties owned by the State and/or its agencies. FMPS also has extensive electronic and paper files of easements granted which will be made available to the selected contractor for review. Paper files must be reviewed on-site at 1200 Senate Street in Columbia. Contractor shall provide FMPS with a complete and accurate database spreadsheet to be provided electronically within one-hundred and twenty (120) days of the effective date of the contract, to include copies of the easements as well as any title searches, property surveys, deeds, or other relevant documents obtained as part of the Contractor’s research. It is intended that payment will be made upon the receipt of satisfactory deliverables.
