South Carolinians are grappling with important and complex questions surrounding South Carolina’s energy future. State policy-makers are making strides to address these questions, including the recent enactment of the South Carolina Energy Security Act and Governor McMaster’s Executive Order 2023-18 that established the powerSC Energy Resources and Economic Development Interagency Working Group (powerSC) to facilitate collaboration among South Carolina agencies and others to ensure SC’s energy future is bright. For purposes of this Scope of Work, the SCEO, as the State’s principal energy planning entity, shall develop a well-balanced State Energy Strategy (Strategy) that may inform policy-makers as they address important questions and shape the future of energy in South Carolina. This Strategy will provide tools such as i) an assessment of SC’s current energy landscape, ii) offer stakeholder perspectives on energy priorities for SC’s energy future, and iii) propose potential pathways for SC to achieve energy policy goals as established by State leaders.
