The Charleston County School District (“CCSD”) is soliciting Qualification Statements through a Request for Qualifications (“RFQ”) from manufacturers interested in providing video and access control equipment. Charleston County School District (hereinafter referred to as “CCSD” or “district”) is requesting proposals from qualified access control/video surveillance manufacturers for a fully integrated access control, video surveillance, and intrusion detection solution for its 90+ campuses. This is the first phase of a multi-phase solicitation. At the end of this phase, the district will select up to three (3) manufacturers/solutions the district will allow integrators to propose in the next phase. CCSD is seeking an enterprise level security solution that will efficiently manage video surveillance, access control, and intrusion detection needs throughout the district. The solution shall be able to easily and effectively manage the district’s security devices and servers in an efficient manner. Access control data and functionality shall seamlessly integrate with video surveillance so as to provide “one pane of glass” for both systems. Similarly, the solution shall be able to serve as an intrusion detection system with the ability to arm/disarm devices/zones/analytics and remotely monitor intrusion detection signals from a centralized location. Intrusion detection may utilize a combination of door position switches, motion detectors, and/or video camera analytics. The solution that is ultimately chosen will be installed in new capital projects moving forward. The ability to transition existing systems into the new solution, and the timeline for doing so, will be dictated by pricing and funding availability.
