The South Carolina Department of Transportation (SCDOT) is seeking qualified bids for reflective sign sheeting, printer inks, various films, and a traffic sign digital printer. The items have been divided into two Lots, as described below, and as set forth in the bidding schedule in Section VIII. All materials, supplies and equipment shall meet or exceed the requirement and specifications set forth in this document. Rolled Sheeting Specifications are for Permanent Reflective Sign Sheeting, and UV Laminate conforming to the requirements herein. Reflective Sheeting and Inks shall meet the requirements of section 651.2.3 and 651.2.4 of the SCDOT 2007 Standard Specifications for Highway Construction (herein referred to as Standard Specifications), and any additional supplemental specifications for future developed microprismatic retroreflective sheeting. The Standard Specifications are located at: https://www.scdot.org/business/pdf/2007_full_specbook.pdf Reflective sheeting must meet the requirements of AASHTO M 268, Specifications for Reflective Sheeting for Traffic Control. Inks for reflective sheeting shall meet the requirements of section 651.2.4 of the Standard Specifications and be compatible with Avery Dennison Traffic Jet Xpress (Mimaki UCJV300-160). UV Laminate (Anti-graffiti) must be compatible with the reflective sheeting materials. All materials furnished must be in accordance with the SCDOT Qualified Product Policy #20, October 8, 2021 (Posted as a separate document). These approved materials must be listed on the SCDOT Qualified Products List #20, October 1, 2021 (posted as a separate document.) In addition to the requirements of sections 651.2.3 and 651.2.4, the QPP #20 and QPL #20, the following supplemental provisions will apply: Technical Assistance The Contractor shall provide the services of a qualified technician for instruction and training at the SCDOT Sign Shop located at 8238 Grey Fox Blvd., Columbia, SC 29223. The Contractor provided assistance shall be available on an annual basis at no additional cost to SCDOT and shall include, but is not limited to, training films, material application, equipment operation, packaging, storage and other proven sign shop practices (as they apply to the reflective sheeting). The resulting signs shall comply with the applicable specifications. If requested, prior to the contract being issued, the Contractor shall provide samples of sheeting and inks, and technical assistance to ensure that their product will work with the SCDOT’s equipment. Packaging The Contractor shall package the sheeting in accordance with commercially accepted standards to ensure safe delivery to destination. The Contractor shall ensure that all roll sheeting over six inches in width shall be individually packaged and marked as specified above. Other General Requirements 1) The Contractor shall ensure that when the reflective sheeting is furnished in continuous rolls that the number of splices shall not be more than four splices in any 50-yard length. 2) Splices shall be butted or overlapped and shall be suitable for continuous application as supplied. 3) The Contractor shall ensure that the color of the reflective sheeting matches when compared in natural daytime light to the standard color tolerance charts. Noticeable deviation from the shades that would affect the required performance shall be cause for rejection of any sheeting or completed sign fabricated in accordance with the manufacturer’s requirements 4) The Contractor shall ensure that the protective liner attached to the adhesive shall be capable of being removed by peeling without soaking in water or other solvents and shall be capable of being easily removed after accelerated storage for four hours at 160°F under weight of 2.5 pounds per square inch.
