The City of Easley is seeking a qualified design-build team to manage and execute the expansion of the JB Red Owens Sports Complex. This project aims to enhance the city's recreational infrastructure through the construction of new multi-purpose fields, site amenities, and supporting facilities. The selected team will be responsible for providing comprehensive design, engineering, permitting, and construction services. Project Components 1. Site Preparation • Grading and earthwork across approximately 15 acres. • Erosion and sedimentation control measures. • Construction entrance and access road improvements. • Clearing and grubbing of wooded or undeveloped areas. • Allowance for poor soil or rock removal as needed. 2. Athletic Fields • Construction of two synthetic turf fields (approximately 200,000 SF total). • Installation of sports lighting (LED) for both fields. • Chain link fencing and gated perimeter for field enclosures. • Field sports amenities: scoreboards, football goalposts, sports netting, and other equipment. • Covered bleachers with fabric canopies for spectator seating. 3. Buildings and Structures • Restroom and Concessions Facility (New Two-Story Building) o Provide all labor, materials, and equipment to construct a two-story press box, restroom, and concessions facility (approx. 5,760 SF total). o Site Preparation: Grading, drainage, and utility extensions. o Septic System Installation: Design and install a septic system (if required), including permitting, inspections, and full connections. o Construction: Complete all foundation, framing, structural, and architectural work per approved specifications. o Installation: Install all restroom fixtures (toilets, sinks, hand dryers, baby changing tables) and concession equipment. o Utilities: Complete all plumbing, electrical, and HVAC work to ensure full functionality. o Exterior Features: Signage, pathways, and landscaping for full ADA accessibility and aesthetic integration into the park environment. • Small maintenance/storage building (approx. 144 SF) for on-site equipment storage. 4. Utilities and Infrastructure • Install and connect water, sewer, and power systems throughout the site. • Miscellaneous utility adjustments and upgrades as needed. • Parking and walkway lighting. 5. Roads and Parking • Asphalt roadway construction (heavy-duty for entry access). • Two new asphalt parking lots (310+ spaces including ADA). • Curb and gutter installation. • Overflow grass parking repair and reinforcement. • Gravel and fenced maintenance yard. 6. Trails, Walkways, and Landscaping • Concrete sidewalks (approx. 47,000 SF). • 10' wide asphalt trail (approx. 5,700 LF). • Landscaping including tree planting, seeding, fertilization, and strawing for stabilization. 7. Stormwater Management • Design and construct stormwater systems in compliance with regulatory requirements. • Drainage system to protect fields, roads, and structures. 8. Entrance and Signage • Site entrance improvements including new wayfinding and identification signage. 9. Documents and Design Plans • Complete design and construction drawings for all proposed improvements 10. Additional Requirements • Contractors must conduct a pre-bid site visit to assess conditions, verify feasibility, and confirm utility and septic system installation locations. • All work must comply with local, state, and federal codes and regulations. • Contractor is responsible for acquiring all permits and arranging required inspections. • Construction must minimize disruption to ongoing park operations and preserve the natural character of the site.
