The Medical University Department of Public Safety and Risk Management intends to procure a planned service agreement with Rave Mobile Safety for the MUSC Alert Emergency Notification System, which serves all MUSC employees, students, faculty, and staff. This planned service agreement provides the ongoing maintenance, management, and support of the Rave Mobile Safety System software, which is responsible for delivering critical emergency alerts across the MUSC Enterprise. The software currently used to monitor, manage, and control the MUSC Alert system is proprietary to Rave Mobile Safety. No alternative software can be created or utilized to operate, manage, or support this system. Rave Mobile Safety is the sole authorized vendor capable of selling, maintaining, and supporting the proprietary software and associated services. Additionally, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) requires institutions to maintain an emergency notification system to protect employees, students, faculty, and staff during crisis situations. These emergencies may include, but are not limited to, active shooter incidents, hurricanes, suspicious packages, gas leaks, and campus closures. MUSC has an obligation to protect the safety and well-being of its patients, students, faculty, staff, and visitors at all times. Any interruption or break in service of the MUSC Alert system would pose a significant risk to the Enterprise and could result in non-compliance with federal requirements. Therefore, this Intent to Sole Source is justified on the basis that Rave Mobile Safety is the only vendor authorized to provide the required proprietary software, maintenance, and support services.
