Specifications include, but are not limited to: Due to the recent hazardous weather (Ice & Snow storms) SCDC had significant damage to our contraband netting which also resulted damage to our perimeter fences. This created a security concern for the institutional staff, inmates and the public, due to the breach in the perimeter outer fence and contraband netting being down. The contraband netting has greatly reduced the amount of contraband being introduced into our Closed and the selected Medium custody institutions where it has been installed. The contraband netting installations started in January 2018 and were completed in June 2019. Due to the cost of the recent damage SCDC requested inspections be done at all 11 location with contraband netting to ensure the security of the institutional staff, inmates and the public and to prevent potential costly repairs. The following factors were key reason for requesting the inspections Length of time since installation has been competed (3 to 4 year) Numerous Tropical Storms and Hurricanes in South Carolina from 2018 to 2021 Recent damage due to ice storm in Jan 2022 approximate damages as of 1/31/22 Total $209,671.88 for man hours and Netting repairs. This total does not include perimeter fence repairs To prevent possible security breeches Significant damage was found at Kershaw and Evans Correctional Institution. Golf Range Netting will repair the poles and netting at each location. It is the responsibility of The South Carolina Department of Corrections to ensure the safety and welfare of SCDC inmates, employees, and the public.
