Specifications include, but are not limited to: Group Care Contractors of Group Care Intensive Services, Group Care Intermediate Services, and Group Care Independent Living Services shall comply with the State Standards for Residential Services (Attachment 1). Contractors providing specific treatment for sex offenders or for juveniles who meet criteria for Seriously Mentally Ill shall also comply with the State Standards for Residential Services (Attachment 1), as these services are considered part of Group Care Intensive Services. Contractors providing services under the Group Care Intensive Services for the Seriously Mentally Ill category must also adhere to the criteria listed within Attachment 10 – Group Care Intensive Services – Seriously Mentally Ill. Therapeutic Foster Care (TFC) Therapeutic Foster Care Contractors must comply with the State Requirements for Therapeutic Foster Care (Attachment 2). In addition, Therapeutic Foster Care Contractors must be qualified to provide supplemental Medicaid Defined Rehabilitative Behavioral Health Services (RBHS) as authorized by the referring state agency. Therapeutic Foster Care Contractors must be a Medicaid-enrolled provider of Service Plan Development, Rehabilitative Psychosocial Services, Family Support, and Crisis Management. RBHS services rendered must comply with the requirements of the Rehabilitative Behavioral Health Services Provider Manual published by the South Carolina Department of Health and Human Services (SCDHHS). This manual is available on SCDHHS’ website. To be eligible for reimbursement from Medicaid for costs above the room and board covered by this solicitation, Contractors must be awarded a contract under the fixed price solicitation for Medicaid Rehabilitative Behavioral Health Services solicitation. Temporary De-escalation Services Temporary De-escalation (also referred to as Short-Term Alternative Placement (STAP)) may be provided in therapeutic foster care or group care settings and must comply with the standards applicable for the level of care offered. This service is designed to be short term for a period of up to 30 days. Extensions may be authorized by the state agency as deemed appropriate by that agency. Psychiatric Residential Treatment Facilities (PRTF) Psychiatric Residential Treatment Facilities are not covered by this solicitation.
