It is the intent of Horry County School District Procurement Office on behalf of Library Media Programs to acquire a secure, district-wide reading challenge and literacy engagement platform to support the Superintendent’s Reading Challenge. To provide, install and implement a web/mobile app literacy management software program for Superintendents Reading Initiative for 43 Horry County Schools. The district is seeking a platform that tracks student reading activity, specifically by pages read, which directly aligns with the district’s 1,000 page-per-quarter goal. The selected platform must include tools for real-time progress monitoring, customizable reading challenges, and digital incentives that support student motivation and accountability. In addition, the platform must not include any peer-to-peer messaging features to ensure student safety and comply with district digital use policies. The platform should support integration with existing technology, ClassLink, be accessible via web and mobile devices, and comply with student data privacy requirements (FERPA/COPPA). The Superintendent’s Reading Challenge was established to foster a district-wide culture of literacy by setting a clear and measurable reading goal for all students:1,000 pages per student, per quarter. This initiative was developed in response to the district’s strategic plan to improve independent reading habits, increase student engagement with books, and support academic growth across all grade levels. A centralized digital platform is needed to manage reading data at the student, classroom, school, and district levels. The ideal platform would need to support accurate tracking by pages read, provide incentives to promote student motivation, and maintain a secure environment aligned with district privacy policies. Furthermore, because student safety and digital citizenship are district priorities, it was essential that the selected solution does not allow peer-to-peer communication within the platform. This ensures that all participation remains secure, instructional, and school-directed. The platform sought must meet these needs while supporting inclusive participation across grade levels, devices, and home or school environments.
