Specifications include, but are not limited to: It is the intent of the State of South Carolina, by and through its State Fiscal Accountability Authority, Office of State Procurement to solicit proposals on behalf of the South Carolina Aeronautics Commission (Aeronautics). Aeronautics is seeking a Contractor to perform landscaping services located at 2553 Airport Boulevard, West Columbia, South Carolina 29170. GRASS CUTTING: All grassed areas shall be mowed weekly during the months of April 1st through October 31st, and as needed, but not less than once monthly during November 1st through March 31st, and always maintaining a neat and uniform appearance. Trimming/weed eating shall be performed around all fixtures, walls, trees, fences, beds, etc., at time of mowing. Any excess clippings shall be removed following each mowing, or adequately dispersed. EDGING: Edging shall be performed with a tool designed for the purpose around all sidewalks, driveways, curbs, other paved areas with a defined edge, and shrubbery areas, and around all objects and/or structures. In locations where there is only asphalt and no defined edge, edging is not required. No weed/grass killer shall be used for edging. TRIMMING/WEEDEATING: Trimming/weed eating may be necessary in areas where mowers cannot reach. In no case shall contractor trim around base of any tree or palmetto, shrub, or perennial or use any tool that causes damage to bark of trees or shrubs. Any damage to bark of trees or shrubs caused by trimming/weed eating will result in replacement of the damaged tree or plant materials by the contractor at his/her expense. The Contractor shall point out issues to the Facilities Management or designee and appropriate action taken to avoid damage to trees. TRASH PICKUP - DEBRIS AND LITTER COLLECTION AND DISPOSAL: The Contractor shall collect and dispose of debris and litter in or on all areas included under this contract including grassed areas, plant and shrub beds, sidewalks, streets and in all sites before cutting grass. Debris and litter consist of natural vegetation, leaves, pine straw/cones, and grass clippings in addition to man-made materials. The Contractor shall clear all debris, (sticks, limbs, weeds, etc.) from plant beds, shrubbery, and parking areas, and remove from the property to maintain a neat and uniform appearance on the grounds. BLOW HARDSCAPE SURFACE: All hardscape surfaces within the work area are to be blown off at frequency shown on schedule. This includes all sidewalks, and parking areas within the project area. All material is to be collected in bags and disposed of offsite; debris is not to be blown into streets or adjacent properties. MULCH: In April and October each year, mulch shall be placed to cover the plant beds. Black mulch shall be placed to the areas at 2-4” thickness unless certain areas require more where the mulch has eroded away. The final product should be a uniform coverage and thickness. WEED CONTROL: A general-purpose herbicide should be applied in grassed areas or planted beds as needed to keep weeds controlled and eliminated. The Contractor will select an appropriate weed control product for control of weeds within the grassed areas and shrubbery beds. If needed, weeds are to be pulled by hand where they exist in all areas. All grassed areas and shrubbery beds shall be treated with a pre-emergent herbicide for weeds during the month of February and pre-emergent herbicide in the month of September before and after mulch application. The Contractor shall provide spring weed control application during the month of April. The Contractor shall provide winter weed control application during the month of December.
