Specifications include, but are not limited to: A. Task One: Develop an assessment of communities served by Air Districtprograms:1. Study the demographics of each county in the Air District jurisdiction withspecial attention given to impacted communities Include information on: a. Ethnicityb. Nationalityc. Incomed. Primary languages and approximate numbers of people with limited English proficiency. 2. Develop a comprehensive, written analysis based on demographics and areview of Air District outreach programs and services. The analysis will include: a. A review of Federal and State and comparable Government Agencieslaws and regulations regarding language access and public participation b. A review of the Air District's public participation strategies for communitymeetings regarding Air District programs related to grants and incentives,enforcement, permits, and planning. c. A review of the language access protocol proposed by the Bay AreaEnvironmental Health Collaborative (BAEHC) and any other pertinentcommunity organizations, as developed through research by contractor.
