Specifications include, but are not limited to: The County is looking for an experienced, unbiased partner who demonstrates ERP software implementation project management experience, with expertise in the areas of data conversion, interface management, functional and integration testing, documentation, and technology infrastructure. The vendor must also be familiar with local government functions and regulations. The County would like an independent assessment of our Enterprise Resource Planning (ERP) system and the development and documentation of alternatives to meet its ERP needs. A. Project Tasks and Deliverables The consultant will be expected to complete the following tasks: Task 1 – Project Planning. The retained consultant and County will prepare a project plan with detailed tasks, assign responsible party for each task, estimated timeline to complete tasks, and any dependencies / risks given to each task. Project plan should include cost estimates for implementation at appropriate intervals. Task 2 – Map and document existing (as is) and proposed (to be) functional and data requirements, including business process workflow, for all departments with potential for management via the new ERP software. Identify gaps between current functions, processes, and requirements and best practice functions, processes, and requirements. This will allow for future improvement and full utilization of system tools to make the County’s fiscal practices more efficient and effective. The consultant will work with key County stakeholders to prepare an overall strategy designated to accomplish goals while mitigating risk during the project. Task 3 –RFP and Evaluation - The consultant will work with Procurement to draft final RFP specifications. Consultant will take steps to ensure the RFP is circulated to potential vendors which can meet the County’s needs. Consultant will answer vendor inquiries submitted to the Procurement portal, develop evaluation materials (to include interview scripts, scoring criteria, and scoring analysis), coordinate software demonstrations, and participate in evaluation of vendors and interviewing process. Consultant will also assist with the identification of potential risks and issues to ensure the County selects a vendor which achieves the ERP requirements and provide guidance and change management suggestions raised by vendor submissions and interviews.
