1. Certifications: FBI Certification: All proposed livescan systems must be certified by the Federal Bureau of Investigation (FBI). SLED Approval: To be considered for deployment within South Carolina, all proposed livescan systems must be approved by the South Carolina Law Enforcement Division (SLED). This approval process requires an in-person demonstration confirming the system's ability to perform all the capabilities outlined herein. Requested demonstrations must be provided within 7 days’ notice from SLED. 2. General Requirements: Installation, Training, and Warranty: All proposed livescan configurations must include comprehensive on-site installation services, thorough end-user training, and a minimum of one (1) year of on-site hardware warranty coverage. IT Support: Comprehensive Support: Vendors must provide robust and readily available IT support services to assist Law Enforcement Agencies. 24/7/365 Availability: Support services must be accessible 24 hours a day, 7 days a week, 365 days a year to ensure continuous operational support. 3. Biometric Capture Capabilities: The livescan system must provide the capability for digital image capture of the following biometric modalities: Palm Prints: Upper palm, lower palm, and writer's palm (6-image capture). Fingerprints: Slaps (four finger simultaneous capture, and thumbs also captured either together or separately), and rolls (individual finger capture). Mugshots: High-resolution facial images (per FBI Standards). Iris: Iris capture from a minimum distance of one (1) foot or greater. Tattoos: Clear and detailed images of visible tattoos. 4. System Integration: JMS/RMS Interface: The livescan system must support seamless interface with the Agency's Justice Management System (JMS) / Records Management System (RMS). Lawtrak is the current JRS/RMS used by Clarendon County. This integration will be achieved via NIST file transfer initiated from the JMS/RMS software to the livescan system. The data transfer must include, at a minimum, inmate demographics and the inmate mugshot. 5. Data Submission: Mugshot Submission: The livescan system must have the capability to electronically submit mugshots by FBI standards of quality and background. Iris Submission: The livescan or mobile device must have the capability to electronically capture and submit iris scans to SLED. Image Submission: Mandatory field shale indicates the type FACE, SCAR, MARK and TATTOO. All must meet FBI standards of quality. 6. Compliance Standards: AFIS/NGI Compliance: The system must be fully compliant with all requirements of the Federal Bureau of Investigation (FBI) Integrated Automated Fingerprint Identification System/Next Generation Identification (IAFIS/NGI) Electronic Biometric Transmission Specification (EBTS), Version 11.2. ANSI/NIST Compliance: The system must be fully compliant with the latest ANSI/NIST image quality standards for fingerprint, palm print, and facial images. 7. Data Integrity and Workflow: Automatic Sequencing and Duplicate Check: The system must incorporate automatic fingerprint sequencing and perform duplicate print checking prior to completion of the scanning process to ensure data integrity and prevent errors. Image Review and Editing: The system must allow for a quick check, review, and editing of each captured fingerprint and palm print image before final submission. 8. Hardware Requirements: Ruggedized Cabinet: The system must include a robust and ruggedized cabinet to ensure durability in a law enforcement environment. Foot Pedal: A foot pedal for hands-free advancement through the capture process is required. Platen Design: The fingerprint and palm print scanner platen must be designed large enough and easily capture proper placement and rolled, slaps/flats, and palms during scanning without any hinderance.
