Specifications include, but are not limited to: Lander University proposes to procure a renewal agreement for an integrated student housing and accommodation management software system, including related software hosting services, as a sole source procurement from StarRez, Inc., on the basis of Section 19-445-2105.B. (5) of the S.C. Code of State Regulations: where the item is one of a kind. Having obtained the housing management software system, which has created a vast number of operational efficiencies since its purchase, the University now desires to continue with a renewal contract with StarRez. Disruptions to the business continuity that would occur due to the lack of resources for a potential new system would result in risks with room access controls, errors in student receivables, inventory errors and an overall dissatisfaction with University procedures by the resident population. To potentially obtain another system would require substantial resources that the University does not have at this time.
