Specifications include, but are not limited to: It is the intent of the South Carolina Education Lottery (SCEL) to solicit for creative design services, with fixed hourly rates and qualifications, to provide the Marketing and Product Development Department (“Marketing”) of SCEL sources of creative and concept development, graphic design, copy writing, art directions, layout and design, e-communication design, flash, two-dimensional animation, three-dimensional animation, and video production (“Services”) on an “as-needed” basis. This solicitation invites submission of both qualifications and hourly pricing for review and possible placement of qualified services providers (“Providers”) on a list of qualified sources for freelance graphic and other design services.
