UPDATE: SITE VISIT
The Government will hold a site visit in accordance with FAR Clause 52.237-1 on 19 Dec, 2022, beginning at 8:00 AM local time in the Lobby at 4500 Stuart St., Fort Jackson, SC 29209-5000. All interested firms may attend with a limit of three (3) attendees per firm. When e-mailing about this solicitation, include W9124C-23-R-0009 – Fort Jackson Fire Sprinkler Alarm System (in this format) in the subject line. The Government requests all questions to be submitted in writing no later than 19 Dec 2022 @ 1700 EST, to include any questions that arise from the site visit. Questions will be reviewed and answered on SAM.gov by 21 Dec 2022 @ 1000 EST.
If you have access to Fort Jackson already, you may meet at the location above.
Participants without post access will proceed to the Fort Jackson Visitor Control Center (VCC), 4297 Strom Thurmond Blvd., Columbia SC, open from 5am to 8pm Mon - Fri, to request temporary access. After receiving access onto post, meet at site visit location above. Plan to arrive early enough to gain access to post and arrive on time to the site visit. There can be delays at the gate depending on traffic, etc.

The Mission Installation Contracting Command (MICC), Fort Jackson, SC is issuing a presolicitation notice for Fire Sprinkler, Fire Alarm Maintenance, Inspection, and Testing Services at Moncrief Army Health Clinic (MAHC).

PROGRAM BACKGROUND
The Moncrief Army Health Clinic is designated as the provider to acquire Fire Sprinkler, Fire Alrm System Maintenance, Inspection, and Testing Services. In accordance with these assignments, the MAHC provides the following: medical support services including general medical and optometry services.
REQUIRED CAPABILITIES
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Fire Sprinkler, Fire Alarm System Maintenance, Inspection, and Testing services in support of the areas specified in Program Background (above). Further detail is provided in the draft attached Performance Work Statement (PWS) and associated attachments.
ELIGIBILITY
The applicable NAICS code for this requirement is 561621 Security System Services (except Locksmiths) with a Small Business Size Standard of $22M. The Product Service Code is J063. The Government is still contemplating a further set-aside.

The estimated period of performance consists of a base year plus four (4) twelve month option periods with performance commencing December 2022. Specifics regarding the number of option periods will be provided in the solicitation.
The contract type is anticipated to be firm fixed price.
The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.
