Concept Development and Preliminary Engineering o Development of route alternatives o Design of safety and intersection improvements o Development of design documents sufficient to begin permitting o Identification of necessary construction easements or rights-of-way o Provide cost estimates at appropriate stages of the project 2. Public Engagement o A maximum of two drop-in sessions to receive feedback on alternatives and communicate route preferences o Development of illustrative conceptual renderings and perspectives to best communicate ideas to the community 3. Construction Documents and Permitting o Development of full construction documents and specifications o Coordination with local, state, and federal agencies to obtain necessary permits 4. Bidding and Construction Administration o Development of bid documents and specifications o Evaluation and selection of contractor(s) using Construction Manager at Risk o Construction phase administration, to include regular site inspections, schedule and submittal review, pay application review, preparation and management of punch list, and similar tasks
