Renewable Water Resources (ReWa) is soliciting Statements of Qualifications (SOQ) from eligible engineering firms (Firms) to provide engineering services for the Georges Creek WRRF Expansion project (Project). The Project will utilize a Progressive Design-Build (PDB) delivery method. Engineering services will include assistance with selection of the PDB partners; therefore, the firm selected in connection with this solicitation will be excluded from consideration as a member of a PDB team. The scope of work for preliminary engineering will be finalized with the selected Firm during contract negotiation but is expected to include the following tasks: 1) Review the prior engineering reports and other available data and site information; 2) Perform a flow and load analysis and advise ReWa on design capacity based on this analysis and flow projections provided by ReWa; 3) Request an updated wasteload allocation from DES to determine permit limits at the expanded capacity; 4) Identify and analyze process alternatives with consideration to the following: i. Project objectives; ii. Life cycle costs; iii. Future permit limits and other regulatory requirements; iv. Ease of operation and maintenance; v. Constructability and construction sequencing requirements; 5) Recommend a final scope of improvements for the Project with options for phasing to meet schedule and budget requirements; 6) Develop a site layout and conceptual design criteria for the final scope of improvements; 7) Perform process modeling and hydraulic modeling as necessary to support the development of design criteria; 8) Prepare a PER documenting the conceptual design and an opinion of probable construction cost for the final scope of improvements; 9) Advise ReWa on project risks (e.g., equipment with long lead times) and mitigation strategies (e.g., procurement strategies); 10) Assist with developing a scope of work for selection of the PDB partners
