All leased lit fiber service circuits shall support Quality of Service (QoS) and have the ability to apply rate limiting guarantees to specific packet types to ensure QoS on each link. The Contractor's network connectivity equipment for fiber provided as a result of this contract shall have the ability to support multiple QoS policies and prioritization queues across each link to reduce latency and packet loss and guarantee throughput for data, voice and video. Each school district has different requirements for bandwidth at each location. The Contractor shall provide symmetrical service of up to 20 Gbps to each location. These comprehensive and interconnected systems will provide the access infrastructure from the listed school facilities in each District. These systems will provide the foundation for technology usage within each District; therefore, the Contractor shall provide enterprise level components, high performance, scalability, interoperability, proven performance but with new technology and capabilities. The Contractor shall provide 99.99% or better level of LLF service availability per month (Monthly Available Percentage). This does not include planned maintenance scheduled with OTIS, on behalf of the Committee, and the school district. The LLF service is considered unavailable from the first time a trouble ticket is opened until service is restored and the site has tested to verify the service is functioning properly. The Monthly Available Percentage shall be calculated as follows: Monthly Available Percentage equals the total number of minutes available to the school district per month divided by the total number of minutes in the month. The Contractor shall maintain a level of Latency not to exceed 20 milliseconds on each pair of LLF provided under this Contract. The Contractor shall maintain a level of Jitter not to exceed five milliseconds for real-time traffic such as voice or video on each pair of LLF provided under this Contract...
