The successful contractor will be responsible for: ✓ The overall application strategy including Form 470, procurement/contracting issues, preparation of applications and appeals to USAC, SLD and FCC, management of reviews and audits, supervision and review of all other staff production. ✓ Preparing special purpose documents, the assembly of Item 21 attachments, management of data collection, filing and fulfillment of all forms pertaining to reimbursements, eligibility and Telecom billing analysis of Priority One services. ✓ Document retention, initial staging and tracking of applications, data collection and deadline tracking. All of the above must be performed by or carried out under the review and supervision of a Compliance Analyst or someone of equal rank. The successful contractor will be expected to: Assist the District in establishing a plan for implementing E-Rate eligible projects, based upon the current state of technology in the District and the priorities established in the District Technology Plan. Prepare the necessary application forms. Monitor and maintain Form 471 applications and subsequent funding decisions for the duration of the process and keep District Officials timely informed of developments. Assist with reply to PIA requests during the SLD application review process. Draft special purpose letters including, but not limited to, SPIN Change Requests, Service Substitution Requests, Project Deadline Extension Requests and Invoice Deadline Extension Requests, as needed. Assist the District with procurement planning, including analysis and review of bid documents for compliance with District and State procurement regulations and the rules of the E-Rate Program. Assist the District with review and analysis of proposed vendor evaluation procedures, document retention procedures for vendor selection processes and proposed vendor contracts for compliance with District and State procurement regulations and the rules of the E-Rate Program, as requested by the District. Immediately inform the District of developments at the SLD as well as other pertinent information regarding the ERate Program Advise and assist the District in the preparation of appeals for FCC Universal Service Funding decisions when deemed necessary. Advise and assist the District with SLD Selective Reviews and SLD Audits if necessary.
