1. Curbside Residential Refuge Collection and Disposal: Curbside residential refuse collection and disposal services as currently provided to residents. The Contractor shall be responsible for all labor, equipment, collection and disposal costs, and incidental costs associated with providing this service as an independent contractor. Along with the regular weekly collection, contractor will provide for the collection of excess refuse, at no charge, on the first regularly scheduled pick up after Christmas of each year. 2. Rate for Elderly/Disabled Customers: The County currently charges a $50.00 a year reduced rate for Homestead (elderly 65 or older and legally disabled residents.) There are approximately 1,700 residential units that fit that criteria. 3. Recycling: Current contractor does not offer curbside recycling. No expectation for contractor to provide recycling to residents. The County maintains three (3) Convenience Centers (Bennettsville area, Clio-McColl area and Wallace area) that allow for collection of brown goods, construction debris, metal, used oil and tires. The collection of the 3 Convenience Centers is separately contracted by County. 4. County-wide “Clean-Up Events”: County conducts two (2) annual "Community Cleanup Days" at a time and date designated by the County. Contractor to provide a 40 yard dumpster for each of these events. 5. Public Information and Community Outreach: The contractor shall at contractors’ cost, develop and implement a public information and community outreach program that: a. Describes the services that will be available to customers. This program shall be implemented within 90 days of award of contract and continue throughout the term of the contract. b. Includes an initial mailing to all customers explaining any changes in service(s), schedule(s), and other changes from the current services provided. Included with the mailer will be a listing of the collection schedule, holiday schedule, and special services and events. c. Includes a strong public information effort, which may include, but will not be limited to, community forums, videos, social media, newsletters/flyers, etc.
